Francis E. Toscano, M.D., FACEP
Dr. Toscano graduated with honors from Duke University, completed an Emergency Medicine Residency in 1980 and has practiced in the Clearwater area for over 30 years. He has served as the Chairman and Medical Director of the Morton Plant Hospital Emergency Department and, in 2001, he was elected President of the Morton Plant Hospital Medical Staff. He has also served on the Morton Plant Hospital Board of Trustees. He was appointed an Assistant Clinical Professor by the University of South Florida, School of Medicine and was selected “Clinical Preceptor of the Year” by the USF Family Practice Program.
Dr. Toscano was recently honored by the American Board of Emergency Medicine for over 30 years of continuous Board Certification. They recognized his “dedication to the specialty, devotion to continuous learning, and the provision of quality care to all patients.”
Dr. Toscano has obtained Advanced Level 4 Classifications for use of Botox, Dermal Fillers and Lasers in Aesthetic Medicine from the Ageless Aesthetic Institute. In 2010, he was the first physician to introduce Platelet Rich Plasma (PRP) Stem Cell Therapy for aesthetic services to Pinellas County and has been certified by the American Cosmetic Cellular Medicine Association to perform the PRP Stem Cell Facials and the “O-Shot” for Female Orgasm Disorder. He is certified by Cynosure in the use of SmartLipo and has performed over 1000 SmartLipo procedures.
Red Bamboo Medi Spa is certified by the State of Florida as a Level 1 Surgery Center. Dr. Toscano’s “SmartLipo by Red Bamboo” Program was named “Best SmartLipo in Tampa Bay” by duPont Registry. On two occasions, Red Bamboo Medi Spa was named by Tampa Bay Business Journal as “Best in the Biz” for spa services. In 2012, Dr. Andrew Ordon of THE DOCTORS, awarded Dr. Toscano and Red Bamboo Medi Spa the “National Best Aesthetic Practice” Award at THE Aesthetic Show in Las Vegas.

Raye Toscano, co-owner and visionary force behind the concept and form of Red Bamboo Medi Spa, believes that even a small business should provide world-class customer service. She created an elegant and beautiful sanctuary that combines personal compassion and technical skill while emphasizing aesthetics and calming relaxation. Her background in medical imaging provides her with the expertise to understand and oversee the safety aspects of lasers and light-based technologies. As a Clinical Esthetician, with extensive training and experience in skin care and paramedical aesthetics, she has developed sensitive and compassionate insights into the health and beauty concerns of women. She has been personally trained as a SmartLipo Assistant by nationally known expert, Dr. Richard Goldfarb and oversees Red Bamboo’s SmartLipo Services. Raye’s goal was to develop an extensive depth and quality of services while providing a place of nurturing and tranquility where clients can relax, escape and experience healthy and beautiful transformation.
Robin Downing, L.E.
At Red Bamboo since 2008, Robin embodies not only the intense level of expertise required to serve her aesthetic clients but also the compassion and personal involvement to understand her clients’ desires and to help them set goals for their transformation. As a Clinical Esthetician, she is intimately familiar with all forms of aesthetic procedures. She advises and transforms her clients as she touches them in comforting and therapeutic ways. She commonly develops deep and personal relationships with her clients who entrust their aesthetic goals to her expert care.
Front Desk Assistant
Rachel, a Marketing Management student at Pasco Hernando College, is an exceptional individual. In addition to her studies, she shines as an Ambassador for the Tampa Bay Rays. Her unwavering dedication to customer service and her warm personality make her the ideal fit for her role as a Front Desk Assistant.
Jamecia was born and raised in Lakeland, Florida, and she has made significant strides in the medical field since moving to St. Petersburg in 2016. With a license as a Phlebotomy Technician and Nursing Assistant under her belt, she is currently pursuing a degree in Funeral Services at Saint Petersburg College. She values the opportunity to utilize her diverse skillset at Red Bamboo, where she works under the guidance of Doc and Raye. When she’s not working or studying, she enjoys spending time with her cat, watching horror films, and playing video games.
Stacy Cornell is a Native Floridian, born and raised in Pinellas County. However, she has spent some time in Ohio so she refers to herself as a “Native Tourist”. She became a Certified Nursing Assistant in 1992 and cared for the elderly until 2009. She graduated from Ultimate Medical Academy in 2010 earning her certification for both Medical Assisting and Phlebotomy. From 2010 to the present she has worked in an array of specialties ranging from Pediatrics to Internal Medicine. She was with Red Bamboo from 2014-2016 but had to depart to care for a family member. But now she’s back and is happy to be amongst her work family. In her spare time she likes to read, draw, paint and is trying out her green thumb.
